IRS Notice CP522 is a very distressing letter to receive from the IRS. It starts out by saying, "Your installment agreement - You must call us to discuss your installment agreement". They want you to contact them by telephone to update them on your financial condition. It is stated that your Installment Agreement will default if you do not call them.
What to do in Response to Notice CP522:
First, you need to complete a Form 433F or Form 433A, as indicated in the letter. However, when you construct these forms prepare them by truthfully describing your situation. If you can't pay the IRS any greater amount, you'll have to prove it by tediously showing all of your expenses.
