The IRS uses Letter 3179C to inform you of some action they made regarding a payment. They could state that they offset some refund you claimed.
Furthermore, the IRS often uses Letter 3179C to inform you they have taken your refund to be applied against some other government debt you owe. The debt could be state tax, student loans or social security paybacks.
Response to Letter 3179C
If you call 1-800-829-1040 to order your Account Transcripts from the IRS they will indicate that the payment was made but you will have to contact the Government Agency where the money was sent. From there, you can request their accounting of your payments and balance due. It is useless to try & get any more information from the IRS.
