IRS Letter 2800C is used to inform you they are ignoring your direction of withholding with Form W-4. Instead, they are instructing your employer to withhold at the status of "single" with "-0-" dependents. The IRS sends this letter to your employer and a copy to you. They also will send you Letter 2801C detailing the denial of your claimed exemptions.
Response to Letter 2800C
There might be several reasons why this has occurred. Usually, it is because you have claimed "exempt" from withholding or are claiming a large number of dependents. However, the IRS could also have made an error. If you were a student, you might be exempt from withholding.
Therefore, if you believe that you are entitled to the claimed number of dependents, gather the evidence of your claim and call the IRS with your complaint. They will usually require you to fax the documents to them so be prepared in front of a fax machine.
