The IRS sends Notice CP521 to remind you of a payment. The only two problems would be if you can’t make the payment or if you don’t agree that you owe the IRS.
If you can’t make a payment, pay them as much as you can. Then, you can call them & either obtain an extension to pay or re-negotiate your payment plan. If you choose to re-negotiate the IRS will require you to complete and provide them all the information required by Form 433A or Form 433F. This can take a lot of effort.
